Emergency Preparedness - What Are You Doing? (If Anything)

... then adapt my motorcycles to run on said hooch.

(Note to self: Might need to think about safe discrete venting as I live in a city centre tenement.)

In Italy, in 2024, 319 voluntary homicides were recorded (the homicide rate is 0.54 victims per 100 thousand inhabitants).
P.S. 59,000,000 Italians.

Most of my disaster supplies are camping related. Propane stove, lanterns batteries, fans, radio, etc. I do have a 7 gallon jug of water (with stabilizer drops). I really don't want to use bottled water to flush toilets if the water is out...

SoI got her a magazine to make up for it.

Below is the difference between **intentional homicide** (omicidio doloso) and **negligent homicide** (omicidio colposo) under **Italian law**, as requested, in English.

---

### **Intentional Homicide (Omicidio Doloso)**:
- **Definition**: Intentional homicide, under Article 575 of the Italian Penal Code, is the act of killing someone with **intent** (dolo), meaning the perpetrator either deliberately intends to cause death or knowingly accepts the risk that their actions may result in death.
- **Types of Intent**:
- **Direct Intent**: The perpetrator explicitly intends to kill (e.g., a premeditated murder).
- **Eventual Intent**: The perpetrator does not directly intend to kill but foresees and accepts the possibility that their actions could cause death (e.g., driving recklessly at high speed through a crowded area).
- **Punishment**: Imprisonment for no less than 21 years (Article 575). In cases with aggravating circumstances (Articles 576-577), the penalty can be life imprisonment (ergastolo).
- **Example**: Shooting someone with the intent to kill or engaging in a highly dangerous act knowing it could lead to death.

### **Negligent Homicide (Omicidio Colposo)**:
- **Definition**: Negligent homicide, under Article 589 of the Italian Penal Code, is the act of causing someone’s death without intent, due to **negligence, imprudence, or lack of skill**, or due to violation of laws, regulations, or orders.
- **Characteristics**: The perpetrator does not intend or foresee the death, but it occurs as a result of careless or improper behavior.
- **Punishment**: Imprisonment from 6 months to 5 years for simple negligent homicide. Penalties increase with aggravating circumstances (e.g., up to 7 years for causing a death while driving under the influence).
- **Example**: Causing a fatal car accident due to distracted driving or a doctor administering the wrong medication, resulting in a patient’s death.

### **Key Differences**:
1. **Mental Element**:
- **Intentional**: The act is committed with intent (direct or eventual) to cause death or with acceptance of the risk of death.
- **Negligent**: The act is unintentional, resulting from negligence, recklessness, or lack of skill.
2. **Penalties**:
- **Intentional**: Much harsher, ranging from 21 years to life imprisonment.
- **Negligent**: Lighter, ranging from 6 months to 7 years, depending on circumstances.
3. **Context**:
- **Intentional**: Involves deliberate or knowingly risky behavior.
- **Negligent**: Involves unintentional errors or failure to exercise due care.

### **Practical Examples**:
- **Intentional Homicide**: Stabbing someone with the intent to kill (direct intent) or driving recklessly into a crowd, accepting the risk of causing death (eventual intent).
- **Negligent Homicide**: A driver causing a fatal accident by running a red light due to distraction or a surgeon mistakenly performing a procedure that leads to a patient’s death.

### **Conclusion**:
Under Italian law, intentional homicide (omicidio doloso) involves a deliberate or knowingly risky act leading to death, while negligent homicide (omicidio colposo) results from unintentional carelessness or failure to follow rules. This distinction is critical for determining criminal liability and the applicable penalties.

Good stuff, thanks.
US homicide law is very similar but the I'm no lawyer. ;)

WTF. This is exactly why it's good to have tight gun laws IMHO.

I do suggest you look up how many family members die accidentally due to guns. Teenagers climbing in a window late etc. It's pretty grim tbh.

Police and army are a different matter.
YMMV.
You may want to check out how many of their own civilians governments have killed vs enemies, the numbers will shock you. Your own government is far more dangerous than an invading army

And why are suicides considered in gun homicides? (people who commit suicides are going to do it with or with out a gun. It may be against the law, but there is no way to punish them when they have done it.) That badly skew the truth of someone killing you in the USA using a gun when how many killed themselves is 1.56 times the ones that were killed by someone else with a gun.Killing yourself in any way is not the same as being attacked by a violent person in anyway (except that if you try to commit suicide & you succeed, you are also dead, just as if someone else killed yo. But being violent to yourself is NOT the same thing
as being attacked & killed unwillingly..
This is perhaps because it would make the United States look much better in the statistics if they did not do it that way, I presume?
Also, I am sure that many other countries do not report correctly, as they want to look better than they really are. Particularly the more violent ones.
As to immigrants (legal or illegal (their homicide rate in a given country is lower because they haven't lived in a given country as long as the native population (immigrants only part of their life, natives almost all of their life).
So the statistics for them is skewed badly.
In fact, the whole thing is skewed, forcing you to look much deeper if you are interested in the truth. about killings by someone other than you killing yourself (as well as much other glossed over information.)
Interesting to see these very biased statistics again.

c'mon man. Jeez.

You don't think the US might report incorrectly to "try and makes themselves look good?" lol. I know how many murders occur in my area. I hear them reported as they occur. It's in the 40-45 range per year most years, which is what's reported in the stats. Nothing creatively adjusted as far as I can see to make the US look bad. Maybe it's possible your notions about guns making the world safer are incorrect...

(also, that homicide counts table in the link you quoted doesn't look like it includes suicides at all as far as I can see. There is a link provided to that under "see also" but it's not part of the data on that page)

First of all, I was born & partially raised in Austria, of an Austrian mother, grandparents Austria & Italy.
So, not necessarily the "Gung Ho" American you are thinking about.
Jeez, C'mon man, yourself!
The only thing that I am complaining about is that "self killing" of any sort should not be included in a statistic of violent crime against people at all.
Apparently Italy breaks it down better so that it is understood properly. Although I do not think that taking calculated risks & ending up dead should be "suicide". But I may change my mind on that if I look into it more.
But, all industrialized countries do better at the record keeping than other countries. Not saying the US is exempt from skewing the numbers. Neither is any else.
The U.N is beholden to the U.N, so they are not exempt either, particularly due to their being no one that or group that actually overseas what they say.
So, as far as I am concerned, they are among the LEAST trustworthy, as the violent crime that most think of is when someone is attacked. But that is NOT what they published.
YMMV.

Suicide is not included in the "intentional homicide" stats on the table on the page being referenced.
Dig deeper, it is automatically included (added in as part of the total homicides). You will only find it broken out when you go into each country, go beyond the charts and READ the section on "Gun Violence".
For the USA it says this:

un violence

Gun homicide rate vs gun ownership rate in developed countriesCivilian guns per capita by country, Small Arms Survey 2017[88]
The United States has the highest rate of civilian gun ownership per capita.[88][89][90] According to the CDC, between 1999 and 2014 there were:
185,718 homicides from use of a firearm AND 291,571 suicides using a firearm.[91]
(it is lumped together because it is considered to be a "homicide".
Thus making the next statement skewed.)
The U.S. gun homicide rate in 2019 was 18 times the average rate in other developed countries.[92]
Despite a significant increase in the sales of firearms since 1994,
the US has seen a drop in the annual rate of homicides using a firearm from 7.0 per 100,000 population in 1993 to 3.6 per 100,000 in 2013.[93]

Given that the thread went off on a tangent.
How many weapons do citizens in Japan own, rather than in China, rather than in Europe, compared to those owned in the US?
Have a nice day

P.S. I just saw the post above with the data.
Thanks

All I'm referring to is the one table on the page showing the countries listed by "intentional Homicide." Your query was wondering how many murders there were in countries that had more stringent laws about gun ownership compared to the US. It's indicated on that page that that table does not include self-inflicted mortality. The numbers for Canada shown on that table don't look to me like they include self-inflicted mortality. It matches the numbers I indicated earlier (2/100K in Canada). So for Canada at least it looks like there's no suicide on that particular table. I too am interested in the numbers without suicides included because the point of the question was to determine if having lots of civilians armed with guns made them less likely to die by homicide...and I don't think I've ever seen any data that showed that to be the case.

In fact, the table I'm looking at shows the total number of Intentional Homicides for the US to be 19,796 for 2023. THe number of gun suicides in the US for 2023 was upwards of 25,000. So, if you're going to argue that the Intentional Homicide numbers are being fudged by including gun suicides in order to "make the US look worse," you'll need to reconcile that with the fact that it seems to have lowered the Intentional Homicide number for the US by roughly 5000. Are you suggesting there's actually something like -5000 real intentional homicides every year in the US?

not what the science says

It says “Men who own guns are 8x mire likely to die of gun suicides…”
It is like saying dogs that do not have a rabies vaccine, are 100x more likely to die of rabies than vaccinated dogs.

@Holmz - Frothing at the mouth.

The science says that “pwepers” seem 3x more likely to die of high blood pressure and anxiety attacks than “normal” people.
