I have a few PCM files at 24bit 192khz. Is there any downside to resampling them at 96khz, or possibly even 48khz? Also what would be some decent software to do this? I am running Foobar2000 on a Windows 10 PC with an I2S card.
(I am not interested in advice about what frequencies we can or cannot hear.)

Audacity can do it.

Set some quality parameters, maybe.

Audacity uses Sox for resampling which is one of the few best ones available.

In case it isn't clear how to do it in Audacity to you, we can provide some instructions.

You also can get a Sox plugin for Foobar. I've not used that in awhile. It might be easier to use than Audacity for downsampling.

Bash:
sox input_file_192k.wav output_file_96k.wav rate -v -s 96000

I down sample with Secret Rabbit in Foobar. I can't say it is better than alternatives, but it is slower, LOL. It saves space and allows for a library which may be played back on more devices or players.

Reminds me of: "I may not be very good at what I do, but at least I am slow". :->
