No you don't. Just like you don't need 700+khz (I assume that is 768 khz sample rates).

If you need more bass, try the EQ of the S9 or buy some bass heavy cans.
Try the USB out of the S9 by using a dongle or a portable DAC.

No. Any difference between your phone and a DAP will be marginal at best and there is a good chance there will be no audible difference. If you want to play with the sound signature then use EQ. One area where your phone will be way ahead of most DAPs is battery life.
Buy a good dongle dac and use with your current (and future) cell phone.
