My DAC only had one set of RCA output. But I want to connect it to two Amp’s. Is it OK to use an Y-cable to connect to both Amp’s. I believe at any time only one Amp will be on and the other will be off. Will this approach degrade the sound quality? Will the Amp being off still be a load to the DAC?

Do you want both amps on at the same time or be able to switch between them?

Hard to say with one of the receivers being off. It would depend on the actual input circuit of both receivers. Chances are they remain nicely 'ohmic' when off but cannot be guaranteed.
Another possible snag may be the load they apply. Both would load the source with 75ohm and are in parallel so the source will 'see' a 37.5ohm load instead of the expected 75ohm load so the voltage on the input will be 35% lower than expected and there is an impedance mismatch.

It thus may or may not work well. Matter of trying.
