My DAC, Topping E30 II has an output sensitivity of 2.1Vrms (over SE), I use it as a pure dac with volume bypass.

My amp, Topping PA3S, has an input sensitivity of 0.92Vrms (SE), and 1.75Vrms (BAL)

a) Does this mean I'm clipping by using fixed output on DAC SE-> SE
b) Any reason not to convert SE to Balanced here?
c) Is this a moot point, or am I mismatched here.

Only if your PA3s is set to 100% volume.
That's how Topping defines input sensitivity: the voltage required at the input to clip the output at 100% volume.
If you reduce the volume on the PA3s a bit, then it won't clip even with 2.1V at the input.

I'd just use the RCA input to be honest.

You're not. Just misunderstanding the specs (understandably).
