I recently got a Sony DVP-S360 DVD, CD, video CD player which plays commercial cds fine, but does not read a single cd-r disc I have recorded.
Is this because it is incompatible or is there a fix for that?

No, it does not. I had a Yamaha CDX-393 MkII from 1998 which played CD-Rs just fine. My parents also had a Philips boombox that could read even CD-RW discs back in 2001, so its not about being too ancient.
My utterly anecdotal experience with myriad dump find CDP and DVDP of various brands is that many if not most happily play CD-Rs, but very, very few (if any) of Sony players that I've, uhhh, curated do.
I have a feeling that this reflects Sony's deep aversion to copied digital content.
E.g., my current go-to CDP, which is in fact a DVDP (and, yes, a dump find from some years back), happily plays CD-Rs (not that the photo below is evidence of which ):
