(Hope this is the right place to ask this)

I got this problem for a while, have not thought about this as an actual problem before now.

Whenever I touch the metal plugs on my RCA cables, the end that goes into my DAC, I get a buzzing sound. The level of noise depends on the speaker's volume.

Is this normal?
How can I get rid of it?

These are my RCA cables. Clicktronic stereo audio cable
My speakers are the active audioengine A2 (not the A2+ USB variant)
Using speakers as part of my computer setup

Looks like you are creating a groundloop when touching the RCA shields.
When you aren't touching the connecvtors and it is silent (at listening position) just leave it as it is abd don't worry about it.
Sometimes it helps (if possible) to rotate one or more mains plugs, this sometimes lowers common mode currents depending on the design.
It is those mains leakage currents that are causing this.

When cables are out, and volumen knob on speakers is dialed up, I also hear a buzzing sound from speakers. Normal too?

Only when you have your ear up against the speaker.
Is it also the same when the inputs are shorted (so a cable in there and on the other end use some aluminium foil to short the pin to the shield.
I recommend to put on the aluminium foil first and then plug the cable into the speaker.

Try some Plain Jane RCA interconnects.
Plug all your AC cords into the same outlet strip.
Remove all 'power conditioners' and the like.

All power connectors from PC and equipment is already in the same (high quality) outlet strip
What is 'Plain Jane RCA interconnects'? Can't seem to google it.
And what do you mean by power conditioners etc?
