Budget Bluetooth mini-amp that supports absolute volume control?

I have a new Roku TV as well as a pair of older (but decent) Sony passive speakers, connected with a Nobsound NS-01G Bluetooth mini-amplifier. The arrangement works well in some ways, but I quickly discovered a key shortcoming: The Roku TV requires absolute volume control, but the NS-01G does not support this. The Roku disables volume/mute when the NS-01G is connected; instead, I can only control volume on the NS-01G directly.

Is there are an inexpensive Bluetooth mini-amp that honors absolute volume control? The passive speakers are nice, but they are small and hardly perfectionist high-end items. Thus, it only makes sense to get a cheap mini-amp, since otherwise I might get new active speakers. There are various cheap mini-amps out there, but it seems that the absolute volume control issue is often left out of product descriptions (even when it is supported).

Actually, absolute volume control is not all that well documented for active speakers either. I only discovered by accident that a pair of active Sanyun SW208 speakers that I have very nicely supports absolute volume control both upstream and downstream. (But they are already committed and a bit small; I don't want them for the TV.)

Or, if there is some magic cookie way to switch the Roku TV to relative volume control downstream, that would also be a good solution.
