Running a window reversible heat pump unit in reverse mode can cool your room while pumping heat to the outside.
If the air outside the apartment is of low humidity (dry enough at its temperature), you can use an evaporative cooler (swamp cooler) to cool the room. You need to be able to bring in fresh, dry air and to vent the humid exhaust to the outside. It requires a supply of water in the evaporater that the fan blows the air over, and you have to quash any mold build-up. Can be very suitable for desert climates.
