If you can, use the dongle's own hardware volume control via UAPP or Hiby and keep Android at or close to 100%. That should keep noise to a minimum.
You can open UAPP, set the hardware volume, exit the app, and then listen to YouTube/Tidal/whatever. The hardware volume will stick.

I'd say don't bother.
Try the Apple dongle or the Meizu HiFi

Because OP uses very sensitive IEMs and those dongles are great for them.
