If you can spend just over that amount, the Modi from Schiit or JDS Labs Atom+ are solid choices. The JDS one is powered, the other is powered either direct from USB or small wall charger...

-PO100 AK ($81)
-Topping DX1 ($99)

everything else is >$100.

This is the Fiio K3 with volume control and a line out...you need an adapter 3.5mm male to rca outs if you prefer rca

The Apple dongle with C connector already mentioned is surprisingly good. Price can't be beat.

This one is probably no better than the Topping D10, but it has been tested here, it has volume controls for RCA output, and mine has been working reliably for more than a year in my office: FX Audio DAC-SQ3.

New the Sound blaster X1 and 3.5mm to RCA cables. Used a Topping e30 or JDS Atom. Even a balanced D10b comes up on eBay sometimes.
