This actually is still pretty common. The second link explains why it is still common. With good control of the pH the lead gets a coating and it really isn't much of a hazard.

What happened in Flint, Michigan was related to that. To save money they switched to a new source of water for their system. It needed more chemicals to control the pH adequately. As they were already tight with money that didn't happen. Over a short time well, a totally unnecessary disaster took place.
