There are beta versions of Asio4all 2.15 out:

v2.14 was released in 2017 so it is quite some time. As I use it everyday with my Scarlett 2i4, I'm interested in a new version, though the old robust one is perfect for my use already.

I tried it with my DX3Pro. It worked, but the device was marked in use and no advanced settings were available. 2.13 does not work at all.

IIRC v2.13 didn't work properly with Win10 and v2.14 was mostly a fix for that.

FWIW, the in use Icon in 2.15 is the bug. Music sounds fine.

I'm curious why would you use the asio4all driver when Focusrite has a proper ASIO and WASAPI driver for the Scarlett 2i4. Both are hardware direct. Asio4All is a kernel streaming wrapper for use when your media player doesn't support either ASIO, WASAPI, or kernel streaming directly or you are still using Windows XP. Is there some functionality of Asio4All that I'm missing?

I use the Focusrite ASIO driver in JRiver.
But Asio4all is the only output that never gives me crackles (discontinuities) in Foobar2000 1.6.6, whatever buffer I set.

Is there not a *ks version of the Focusrite driver?...Or maybe it also gave the problem. Both XMOS drivers I got (SMSL and Edifier) have ks versions.

I upgraded to it. Didn't fix any of my issues with the ancient version (16 bit truncation despite readme saying otherwise) and introduced new ones. In one case, it simply decided to take out the advanced properties so I could not increase the buffer size. So I had no choice but to uninstall it and go back to the old version.
