I am looking for a av pre amp which has non negative feedback pre amp section with class a
Are avm90 my target?
It built in 9038pro I am wondering if it operate in 8x oversampling for d/a conversion or nos mode
 
Forget about all that stuff that audiophools and reviewers has told you was important. None if it will result in audible benefits. Go for something with proper room correction instead, preferably Dirac ARC. A Denon X4800 would serve as a fine AV preamp (but you could also use the build in amplifiers without missing out.)

Often it's rather the opposite. Not using global feedback results in higher distortion, as measurements can easily prove.

Have you heard of bass sync function d m av receiver
A lot of higher price av receiver lack of this feature
This feature will benefit for solving the latency between lfe channel and main channel
 
There are no AVPs with the features you seek. They are pointless and worse, offer poor performance.

Any half decent AVR/AVP offers subwoofer alignment. It’s a standard feature.

Bass synch is indeed the feature that D&M offers. It is primarily aimed at delaying the LFE as some discs do have that delay. Tunable only by ear, so a bit of a pickle. Has nothing to do with proper alignment as it addresses the cases of improper alignment.
