Would I experience any sound difference with a lightning to mini jack dongle when using my Apple devices compared to a budget DAC?
The EU version of the Apple lightning headphone dongle will be 30% of the volume of the SMSL D-6, plugged into the same Amp at the same volume knob position.
The US dongle will be 45% of the volume of the D-6.

Ok. Why is there a difference?

Because dongles are intended for headphones, and according to EU laws there is consumer protection against excessive sound.

Ok. Why is there a difference?
Because different audio products will output different signal amplitudes.

Dongles are built mainly for driving IEMs and there, 1.0Vrms is plenty.
EU is a bit stricter WRT consumer protection, and so they enforce a 0.5Vrms limit.

With standalone, desktop DACs, two standards have established:
2.0Vrms single-ended RCA
4.0Vrms balanced XLR/TRS
