That text is completely made up. It comes from the scene below in Howard Hawks', The Thing From Another World.

You should report that to Congress. Perhaps contact your congressional representative. The document to which I posted the link was entered into the congressional record during last month's hearing. If it is complete B.S., Congress needs to know.

EDIT: Also, it is unclear to me whether you are referring just to the report posted on the congressional website, or also referring to AATIP, the UAP Task Force, AARO and Immaculate Constellation. Please clarify.

EDIT 2: I went to the video link you posted, but it only provided a trailer, not the scene you referenced. If that scene discusses Immaculate Constellation, the program to which the report is directed, or any of the other programs I mentioned, then that is a serious point that absolutely needs to be presented to Congress.

The copy of Air Force magazine that Lt. Ken Erikson (played by Robert Nichols) is reading from is real. It is the March, 1950 issue.
EDIT: As Oceansize pointed out below, I missed where you stated that the UFO topic is not discussed in the magazine.

I just looked through that magazine issue and did not find anything related to the topic of the report in the congressional record. Please point to where it is in the magazine. The below screenshot includes the table of contents.

But, there are some clear videos online of large drones purported to be taken in NJ in the last few weeks.
Post them then. Stop being lazy and start posting actual direct valid evidence to back up your claims if you want to be taken seriously on a science forum (and no, a 'statement' from some supposed 'authority' is not valid scientific evidence).

I'm done searching for links I previously accessed unless it is in the last couple of hours. I have spent too much time doing so in this forum and never received so much as a thank you. If someone truly is interested, they will do their own search. Most of the time they really are not interested and just want to argue.

There just isn't anything in that issue at all about UFOs.

Because reading somebody's posts is too much like hard work, I've copied and pasted the relevant bit of sam adams' post (and bolded the text for you - aren't I kind?) to aid your comprehension.
 
Maybe it's an extra terrestrial vehicle spoofing a TCAS transponder! Just to confuse us. Now that I think about it, that's the perfect disguise for an alien ship! Pretend like you're an airplane, drone, or weather balloon.
Hypersonic aircraft have been in development for a long time, Boeing has shown off some of their advanced fixed wing drones, without an onboard pilot drones can be designed to pull much higher g-forces than piloted aircraft, and the object was seen not too far from Seattle, where Boeing has an operation. Combine that with the object being picked up on TCAS, and that all leads me to believe it is a Boeing drone.

As a side note, what the pilots observed in the video may explain some other UAP reports by pilots where they saw objects at very high altitudes, well above commercial aircraft ceiling, moving in circles.

Watching live hearing, RE, shooting one down and finding out what they are and who owns them, a Mr Smith said he asked various orgs why they don't do that, all responded they don't have the legal authority to do it. I have no doubt who ever owns those craft is well aware of our laws and ROE for such things. Civilian skies are regulated by the FAA I recall. Do they have to give the authority to take one down? We have very specific laws and rules about DOD taking such actions. Mr Smith makes the case the DOD obviously has the tech to do it, and could share it with say the FBI. Source:

They do not need to use kinetic weapons if they are typical hobbiest drones, and can be taken down safely. See the video I posted in post #2,945.
Good compilation of vids that suggests some of the sightings are of the classic colored orb UFO/UAP. As always, in these time of CGI and AI, all vids must be examined for authenticity and context via witnesses. etc:
