It's Manneken Pis (the little pissing man), the national symbol of Belgium. Legend has it, troops were marching into battle and their two year old lord, their nominal leader, was travelling with them. They hung him up in a basket in a tree overseeing the battlefield. At a point the young lord decided to take a piss, and it happend to be into the general direction of the enemy, a grave insult.I had that thing to serve water (or liquor, by means of a battery-powered little pump) on the table.
I think its name is in the lines of "child taking a pee" or something. I was about 8 or 9 at that time, so like 50 years ago... but I remember it quite perfectly.
