Been streaming music for years and today I bought a physical cd album. Played it on my dvd player and sounded muffled. Will this used Teac cd player for 60 dollars help? Also its true that cd is better than music being stream?

A good stream , meaning cd bit rate or higher, should be as good at least as a cd.
My problem is the internet connection dropping to low rates or even off momentarily.
Physical media you own, don’t have to search data bases and don’t get interrupted, unless you want it to.

Unfortunately, it feels like this should be a simple yes/no answer, but it's a bit more complex than that.

Most highly popular albums have more than one "mastering". Generally streaming services play the latest master. But some remasters done from the 90s onwards were compressed which can make them sound more impressive on initial listen compared to the original release.

If a streaming service is lossless then it should sound the same, playing the same master as a CD with that mastering...

If your DVD player sounds good on other similar material (such as music in movies), then probably not.

In general, no, unless (1) you are listening to low-bit-rate MP3s and have hearing good enough to detect the very slight imperfections (my hearing is not that good), or (2) as noted above the master recording is different.

So in other words the cd player its not worth it? As in a different audio quality.

If your DVD player is working properly, then no difference in audio quality.
