Dowel rod (cut in half). $1 Walmart
“L” bracket ($1) Walmart
Screw to attach rod to bracket
Tape to build up the ends (I used Gorilla Tape)
Spray paint of your preference
Mounting tape

You seem to have excellent craftsmanship. ;) very good.
I purchased a pre-made product from an open market and fixed it to my desk.

Ha! Thank you….I’ve never been OCD about perfectly level if it’s for an inanimate object in a non crucial utility application (within reason of course)

I'll admit it. I've used large small diameter screw hooks that I've bent a bit to accommodate the headbands.
 
If you have access to a 3D printer there are approximately one zillion printable variants and it's not a complicated shape to just fab up. For the OP's style you'd probably still have to paint it to get that good gold shine.

Also OP next time if you can, drill a pilot hole and your dowel won't split
 
Oh, I know….drilling pilot holes is one of my kryptonites when it comes to non critical DIY structures.
