Agreed, if you look at the measurements though it seems to be much more effective in that the dispersion increases at about 6.5k hz. I don't recall ever seeing that before.

Yes, it's a phase plug, in this case it helps the highs to stay wide in dispersion, instead of narrowing like is normal.
