    I'm not even sure I've ever seen a passive sub sold by any brand. But DIY hobbyists build passive subs quite often (one of the simpler projects one could do in audio DIY) and for them such an amp makes perfect sense, I was searching for such amp to use a passive DIY subwoofer built by my father.

    Honestly I don't see any major problems in amps being inside the speakers and a lot of successful designs (both commercially and by performance) prove it's not a major issue. The only thing I can think of is servicing/replacing the amps but this has been already discussed here.

    But you don't need anechoic environment when you're designing a speaker for your own room. But you can change the directivity pattern of a speaker to an extent of you're able to move the crossover point.

    If you're ready to go active with DSP+amp solutions some of which are mentioned above it can be very much worth it because driver matching becomes sooo much easier, you can basically buy any drivers that fit your cabinets and then just adjust the active crossover to get the frequency response...

    IDK about other places but here in Moscow you can come to a place selling plywood/MDF and they will cut it according to your blueprint on a tablesaw and you can also rent a measurement mic etc. I'd say one would need to watch a couple of long Youtube videos to understand what one should get...
