I’d suggest wiring as the second picture, only sending RCA black (sleeve) to XLR pin 3, and jump to Pin 1. That way if you do get hum, you can easily clip the jumper wire.

The problem with cheap XLR’s is that they have cheap connectors that don’t hold up. Often they are not even made to spec and will easily wallow around in the chassis connector.

Hard to find one with wattage that low, but it’s not hard to find good used pro audio amps with less than 100 watts in your budget. Crest PA150, Ashly SRA-2075, and the Crown D-75A are a few.

My understanding is, with larger woofers the upper frequencies (mids) don’t disperse well but tend to “beam.”
As a result, a larger woofer in a 2-way requires the high freq driver to operate down to a lower frequency. With most 6-1/2” two-ways, the tweeter crosses over in the 3-4 kHz range...
