I'm saying 3db above flat for binaural. Harman Target is 6.4 dB bass shelf and the IE target is 10 dB on a type 3.3 ear simulator

based on this paper by Meta, you need a flat FR (at eardrum) for binaural. so your best bet is an IEM EQ'd flat (after bass region)
